The Minutes of a Committee Meeting

Held on Wednesday 22nd March, 2006

At Shore Steps House, Pillory Hill,  Noss Mayo.

1.             Apologies:      Rod Carter.  Peter Sims

 

2.            Minutes of the Committee dated 26th January 2006.            These were signed off  by the Chairman as a record of that meeting.

 

3.            Chairman’s Report.

 

a.            Affordable Housing.         The Chairman reported that he had recently had a meeting with the Chairman of the NNPC on this subject and briefed the Committee on recent developments in the run up to the Presentation planned for the AGM next month.

 

The Chairman went on to lay before the committee a series of drawings and draft slides that he suggested would enable the membership to readily understand the main issues facing the two villages in the short and long term.

 

b.            Video Record of the two villages.            RH had now obtained a number of the original high quality HI-8 Tapes from Helga Brown and would be having them processed on to DVD within the week. This material would then deteriorate no further.

 

There was some discussion  as to the way forward, with general support for the production of an “Edited Edition” that would bring together much of the material into a piece that would represent a “Snapshot of life in the two villages”. This could then be sold , perhaps, from the Post Office and the Chemist, to benefit the Church.  CB undertook to explore the possibilities.

 

c.                   The Welcome Pack & the new Village Website.             Since the previous Committee Meeting two new “Village Websites” had been launched over the Internet:-

 

The Parish Council Site.  www.newtonandnoss-pc.gov.uk

 

The Newton & Noss Mayo ‘Community Site’. www.newtonnoss.co.uk

           

The first site was a “Parish Council Site” which could not be used for such groups as the RYDA but was invaluable in many other ways providing, amongst other things, access to current planning applications, NNPC minutes and such material.

 

The “Community Site”, sponsored by Marchand Petit and others, aims to be the site to which anyone interested in the two villages would go for general information. There are sections on the history of the two villages, the river, footpaths, the school and similar subjects. There is also a section for “Clubs and Societies”.

 

Bearing in mind that we were looking to expend large sums re-printing the “Welcome Pack” and faced, in addition, distribution and other costs, the Chairman suggested that we should put the revised Welcome Pack on to this website, along with the “Rules” of the RYDA. Anyone accessing this site would then be able to learn all about the RYDA and its Constitution and, indeed, apply to become a member.

 

This facility would be at no cost to the Association and access to the RYDA Site for amendment would be “password controlled” and, therefore, free from interference.

 

In discussion; the revised ‘Welcome Pack’ was approved, together with a new ‘Membership Application Form’. It was agreed that the Chairman would submit this next week. All members with computer access are asked to access this site and let the Chairman know of any reservations or proposals for change.  Those without access to the Internet would be able to have the Welcome Pack and the Rules of the association provided in printed form as before.

 

There was some discussion about “Privacy”. The “Blue Book” would never be available over the Internet, though amendments would be published, as before, in the Parish Magazine and on this website.

 

d.            RYDA Village Benches.            The RYDA had, over the years, sponsored a number of benches around the villages. CB Briefed the committee on the present situation, noting that there were two plinths in Newton Ferrers available, one of which would be taken up as a Memorial Bench by the NNPC. In discussion, it was agreed that the RYDA should aim to provide some new benches around Noss Green to provide more of a ‘village green effect’ but that this should be delayed until we had funds available.

 

e.            A new Secretary for the RYDA.            It was agreed that this requirement could best be met by word of mouth and by raising the subject at the forthcoming AGM.

 

f.            The forthcoming AGM.            This is scheduled for 20th April in the Noss Mayo Village Hall and will be followed by the NNPC AGM at the same venue on Monday 24th April.

 

In discussion:-

·                    The “Calling Notice & Chairman’s Newsletter”. The draft, with some amendments, was agreed.

 

·                    The collating and distribution arrangements. It was agreed that RH would arrange the printing of the Agenda, the Chairman’s Newsletter and the “Fact Sheets” for the Affordable Housing Presentation. AL had already produced 450 copies of the Accounts. There would be a meeting of the Committee at Shore StepsHouse at 7.30 on Monday 10th April to coordinate labelling and distribution.

 

* Domestic Arrangements. CB agreed to act as co-ordinator for the Coffee & Biscuits arrangements. Insofar as the Presentation was concerned RH would provide a screen, laptop and projector.

 

·                    Committee Members. Mrs Janet Martin had agreed to join the Committee and was warmly welcomed by all present.

 

4.            Treasurer’s Report.                       AL provided 450 sets of the final audited reports which would be distributed as part of the calling notice.

 

            There was one dispensation from the funds: Ł30.00 for the work of a professional sign-writer to label the Pope’s Quay Lifebelt. The Chairman would write to Mr Leonard Williams in gratitude for making all the arrangements.

 

5.            Planning Report.            Most of the discussion centred on “Affordable Housing”, clearly a major consideration to all the membership. RH reported that there were no major other planning applications to put before the committee.

 

6.         Any other Business.                   

 

            The Harbour Clean-up.            CB confirmed that arrangements were in hand for this event on Saturday 29th April. Anyone who would be prepared to volunteer with a boat would be particularly welcome to help in the final round up of the river.

 

 

7.         Date of Next Meeting.            It was agreed that the next routine meeting would take place at 7.30 pm on Wednesday 12th July, 2006 at Suncroft, Noss Mayo thanks to the kind invitation of AL.
